Germany procurement questions

Screen the German route before advancing the product.

A potential product match is only the starting point. The buyer still needs a transaction-specific view of authority, import permissions, product stage, manufacturing and release responsibilities, batch evidence and commercial basis.

For licensed and otherwise authorized commercial operators. Not for patients or consumers. This is operational procurement information, not German legal or regulatory advice.

Before supplier names

Define the German-side operating chain.

Germany's Medizinal-Cannabisgesetz addresses permission requirements for handling medical cannabis and separate approvals for import and export. The exact entities, activities and exemptions must be checked for the real transaction.

Verify the purchasing entity and authority

Record the legal entity, procurement owner, professional role and the authorizations relevant to its planned activity. A familiar brand name is not a substitute for exact entity and scope.

Specify the product and intended stage

State whether the buyer wants starting material, material for further processing, or a product at a defined manufacturing, certification or release stage.

Name the importer and permission path

Identify who would import, which permission or exemption is relied on, who obtains shipment-specific approvals where applicable, and which facts still need authority or counsel confirmation.

Map manufacturing, testing and release

Identify every material step, the responsible facility, its scope, the required testing, the responsible qualified professionals and the evidence supporting the proposed route.

Normalize price and allocate risk

Compare candidates at the same delivery stage and named place. Keep unpriced conversion, loss, testing, freight, duties, release and rejection/return responsibilities visible.

Do not collapse these questions

Five labels that do not prove the route.

LabelWhat it may supportWhat still needs to be established
“GACP”A claim or document concerning cultivation/collection and primary processingEntity, issuer, scope, current status, lot linkage and all downstream steps
“EU-GMP”A claim or certificate concerning a named manufacturing site and activitiesExact entity, site, authorized activities/product scope, current status and relevance to this product
“Export ready”A supplier's view that it can support an exportOrigin authorization, destination importer, permits, documents, timing and shipment-specific facts
“QP pathway”A proposed certification/release arrangementNamed licensed party, accepted scope, testing, dossier/technical basis, responsibilities and written commercial terms
“DAP Germany”A proposed delivery basis and placeExact named place, Incoterms version, inclusions, importer/customs roles, title/risk and release responsibilities

A route diagram is not approval. Before an introduction, recheck the named entities, current records, scope, responsible parties and the exact product and shipment assumptions.

Provenance's role

Commercial origination without taking the regulated role.

Provenance can structure the requirement, compare public-safe or permitted evidence, surface route gaps and coordinate a protected introduction. The licensed counterparties decide regulatory, quality and product acceptance and transact directly.

No custody

Provenance does not purchase, possess, ship, import, manufacture or release product.

No automatic approval

A screen, evidence tag or introduction is not regulatory certification or quality acceptance.

Controlled disclosure

Supplier identity and restricted documents remain gated until the applicable authority, route, permission and commercial protections are clear.

Primary German and EU sources

Use the current text and exact scope.

Source boundary: this page summarizes questions for commercial screening. It does not determine whether any entity, product, activity or shipment is authorized. Check current German/EU sources and obtain transaction-specific advice from the responsible licensed parties and qualified advisers.
