Buyer comparison worksheet

The lowest quoted number may not be the lowest comparable cost.

Normalize the currency, unit, product stage, delivery rule and named place. Then show which testing, finishing, certification/release, transport and other work is included, excluded or still unpriced.

For licensed and otherwise authorized commercial operators. Not for patients or consumers. Print-friendly; not legal, tax, customs, regulatory, quality, medical or financial advice.

Comparison rule

Normalize first. Rank second.

A quote becomes decision-useful only when its denominator, delivery stage and unresolved costs are visible.

01 / Basis

Currency, unit and quantity

Record the quoted amount, currency, mass unit, MOQ, quantity band, quote date and validity. If converting currency, record the rate, source and date separately.

02 / Stage

Same product handoff

Distinguish starting material, intermediate and finished stage. State which processing, packaging, testing and certification/release work remains after the quoted handoff.

03 / Delivery

Rule, version and named place

An Incoterm without its version and precise named place is incomplete. It also does not by itself settle title, payment, regulatory responsibility or product acceptance.

Do not create a false landed-cost total. Keep unresolved duties, taxes, permits, insurance, special transport, testing, finishing, release, rejection and return costs visible as “unpriced” until the responsible party supplies a usable basis.

Cost stack

Ask where the quote stops.

Product

Quoted goods

Product stage, lot status, quantity band, packaging state, price unit and quote validity.

Quality work

Testing and finishing

Sampling, laboratory panels, treatment, conversion, packaging, relabelling, storage and rework.

Route work

Import and release

Permits, responsible importer/manufacturer, batch certification or release, destination testing and document review.

Movement

Transport and risk

Origin handling, freight, controlled transport, insurance, customs handling, duties/taxes and final delivery.

Use one column per supplier quote. Enter “included,” “excluded,” “unpriced” or the sourced amount. Do not insert supplier identities or confidential reference numbers if the worksheet will circulate outside the authorized team.

Primary-source checks

The worksheet organizes questions; official sources define the rule.

Commercial-term limit: an Incoterm addresses defined delivery obligations; it does not replace the transaction’s regulatory, quality, title, payment, inspection, acceptance, rejection or dispute terms. Obtain transaction-specific professional advice.
